  1. The Training Provider
    1. All training providers applying for endorsement to deliver qualifications must be subject to a quality assurance inspection from an external body. Training providers endorsed by SkillsActive for their Continuing Professional Development (CPD) could also be subject to an external quality assurance visit by SkillsActive. All Endorsed Training Providers must demonstrate to a higher authority (SkillsActive or an awarding organisation) that they have and implement:
      1. an equal opportunities policy;
      2. a health and safety policy;
      3. appropriate physical resources for the delivery of training;
      4. technically competent tutors, assessors and internal quality assurers;
      5. quality assurance procedures including an appeals process.
    2. Where a professional register exists for the sector, Endorsed Providers are required to ensure that their tutor/s and assessor/s hold a current membership.
    3. Endorsed Providers must be committed to SkillsActive’s professional registers’ Code of Ethical Practice, where a register exists for their sector, and promote it throughout all training provision.
    4. Endorsed Providers must adhere to the SkillsActive Code of Practice for Training Providers at all times.
    5. Endorsement will only be granted by SkillsActive.
    6. SkillsActive reserves the right to one space per year for an evaluator to attend a training Course/Workshop of their choice.
    7. The SkillsActive endorsement logos are protected by copyright and unauthorised usage may result in legal action. For further information on use of logos click here.
    8. SkillsActive reserves the right to make any necessary changes to the logo guidelines, which must be adhered to by Endorsed Providers.
  2. CPD activity
    1. Endorsed Providers must ensure that all CPD activity recognised as endorsed training adheres to the following criteria:
      1. All Course submissions should part map to the relevant National Occupational Standards (NOS), where appropriate.
      2. Candidates should be made aware of the NOS that have been covered as part of the Course.
      3. All learning resources that support CPD activity should be technically correct, professionally presented, and any research underpinning the training should be peer reviewed and clearly referenced.
      4. Requirements for assessment should be made clear to learners in advance.
      5. Logos are strictly for the sole use of the Endorsed Provider.
      6. There should be consistency in the delivery and assessment of all CPD activity.
      7. Candidates should have an opportunity to give feedback on any CPD activity completed via an evaluation process provided by the Endorsed Provider.
  3. Submission and monitoring requirements
    1. By submitting an application for endorsement, training providers enter a legally binding contract and commit to pay the endorsement fee and any related fees in full, regardless of whether or not they continue to participate fully in the endorsement programme.
    2. If the technical evaluator deems the submission to be unfit for purpose due to safety or insurance issues, a refund of the submission fee may be made but only at the discretion of SkillsActive and based on the individual circumstances.
    3. Training providers wishing to list QCF qualifications on the Quality Training Portal should provide evidence of approval from their awarding organisation of what they are approved to deliver, as well as an external quality assurance report.
    4. Training providers purchasing a Multiple Endorsement agree to pay a deposit of 35% + VAT of the total endorsement fee to SkillsActive with immediate effect. Thereafter, the remaining balance will be paid in accordance to any agreed payment plan. Should the training provider default on any due payments to SkillsActive then interest and penalties may be charged.
    5. Training providers wishing to purchase a Multiple Endorsement by instalments on a payment plan will be subject to an interest charge of 2.25% for the duration of the plan.
    6. Training providers purchasing endorsement by instalments commit to pay these planned payments for the agreed and specified period and by the agreed and specified dates regardless of whether or not they continue to participate fully in the endorsement programme. Once agreement has been given by the training provider, on retraction no refunds will be made.
    7. Training providers purchasing endorsement by instalments who default on payments will incur a daily charge until payment is made or to a limit of £300, in accordance with our sanctions policy.
    8. Training providers that submit an application that requires significant actions and therefore further evaluation will be Referred for Further Information by their evaluator. A fee of £150+VAT will be charged (in addition to the original submission fee) in order to progress the evaluation, if the training provider decides to proceed.
    9. By submitting an application for renewal, endorsed providers enter a legally binding contract and commit to pay the renewal fee and any related fees in full, regardless of whether or not they continue to participate fully in the endorsement programme.
    10. Training providers taking part in SkillsActive Support Consultancy are subject to the following cancellation terms: Training providers must provide a minimum of 14 days notice to cancel Support Consultancy without cost. Notice given within 7-14 days of the Support Consultancy will result in a cancellation charge of 50% of the quoted fee and any non-refundable expenses incurred by the consultant. Cancellation within 7 days of the Support Consultancy will result in a cancellation charge of the full fee quoted and any non-refundable expenses incurred by the consultant. If SkillsActive cancels the Support Consultancy within 7 days any reasonable expenses incurred by the training provider will be reimbursed against receipts.
    11. Training providers attending one of SkillsActive’s training days are subject to the following cancellation terms: If SkillsActive cancels giving less than 7 days notice, reasonable expenses incurred will be reimbursed in full against receipts and an alternative date will be offered. If the training provider is unable to attend an alternative date, a full refund of the training fee will be given. Cancellation by attendees up to 14 days prior to the training workshop will be entitled to attend an alternative training date or receive a full refund, less administration charge. Cancellations giving less than 7 days notice cannot be refunded either in part or full. However, a credit of 50% can be carried forward to the same training workshop on the next available date. An administration fee of £5 will be incurred for each of the above.
    12. Those providers that have purchased a Multiple Endorsement will be subject to a quality assurance visit by a SkillsActive External Quality Assurer (EQA) as well as sampling of submission materials over the period of the licence. Those who have Single Endorsement will be subject to a sampling process for quality assurance visits.
    13. Endorsed Providers who are to receive a quality assurance visit from a SkillsActive EQA will be notified of the confirmed date of the visit by email. Should the Endorsed Provider cancel the confirmed EQA visit within 14 days of the arranged date, a fee of £200+VAT will be charged together with the cost of any non-refundable expenses incurred by the EQA to attend. If SkillsActive cancels the EQA visit, another date will be arranged as quickly as possible; no penalty fees or reimbursements are applicable in this instance.
    14. If as a result of an Endorsed Provider’s quality assurance visit by a SkillsActive EQA that Endorsed Provider is deemed as an organisation to be High Risk, an additional visit will be required which will incur an additional fee. If the Endorsed Provider is a centre for delivering qualifications, this information might also be passed on to their Awarding Organisation.
    15. Endorsed Providers must agree to any request from SkillsActive to review any training programme or delivery during the period of a Multiple Endorsement.
    16. If the Endorsed Provider is a centre for an awarding organisation and is suspended via their external quality assurance visit, they are required to notify SkillsActive who will take the appropriate action, depending on the nature of suspension. Please note that this may incur additional fees.
    17. All CPD submitted to SkillsActive for endorsement must be the intellectual property of the submitting organisation. SkillsActive will investigate any claims otherwise, which if upheld could lead to suspension. SkillsActive does not accept any responsibility for any legal liability on the part of the Endorsed Provider. Please read further guidance for Intellectual Property of endorsed programmes here.
    18. All training materials and other potentially sensitive information which is reviewed during the SkillsActive evaluation or quality assurance process are treated in strict confidence. All evaluators and external quality assurers used by SkillsActive are subject to a code of conduct and confidentiality agreement. Any breach of this code will be fully investigated by SkillsActive and could result in legal action being taken.
    19. Single Endorsement, QCF Verification and Compliant status will expire after one year from the date of endorsement approval; Multiple Endorsement, Higher Education Endorsement, Level 4 Training and Licence will expire after two years from the date of endorsement approval.
    20. Should the Endorsed Provider’s approval organisation suspend their endorsement for any reason the Endorsed Provider must notify SkillsActive who will take the appropriate action, which is dependent on the nature of the suspension. Please note that this may incur additional fees.
  4. International Training Providers
    1. Please refer and adhere to all previous criteria 1-3 in addition to the criteria below.
    2. Training that has been endorsed via an international organisation must operate under their agreed terms and conditions as well as adhering to those of SkillsActive. At any point during the SkillsActive endorsement period should an international training provider be subject to any suspension or disciplinary action, they must notify SkillsActive immediately. SkillsActive will take the appropriate action, which is dependent on the nature of the circumstances and may incur additional fees.
    3. Where there is an international professional register with a dual recognition agreement with SkillsActive, SkillsActive reserves the right to pass on any information relating to any Endorsed Provider’s SkillsActive endorsement.
    4. Where there is an international professional register with a dual recognition agreement with SkillsActive, non-UK training providers must gain endorsement with that register before applying to be endorsed by SkillsActive.

SkillsActive reserves the right to make changes to this document where and when necessary.
