Category 1C submissions

All the documents you need for a category 1 fitness endorsement submission through SkillsActive can be found here.

A course is a unit of teaching that is led by one or more tutors, teachers or professors and made up of individual sessions, typically on a fixed schedule or scheme of work. It may combine a range of learning formats, such as practical sessions and lectures and will contain a mandatory invigilated assessment, either practical and/or written depending on the submission.

Category 1 courses can be delivered via online/home learning formats, although all practical assessments must be completed face to face with the learner or submission of a video.

This category of CPD training requires a minimum of eight hours of learning (not including assessment) and must be mapped in part to the relevant national occupational standards.

Private training providers

SkillsActive Endorsement is an ideal way for private training companies to highlight the value of the courses you offer, providing great opportunities to promote your organisation.

In today’s competitive market, SkillsActive endorsement means:

  • Prospective students can easily identify courses, which will make them more employable, allowing them to make informed choices about their future.
  • Training providers can ensure the courses, workshops and seminars they offer have currency and relevance to the industry.
  • Endorsed courses will be promoted by partners across the sport and active leisure sector.
  • More employees in the sector will have relevant knowledge, experience and skills.
  • Employers and potential students can easily identify programmes of study that have been independently evaluated and are recognised by the industry’s Sector Skills Council.
  • Employers and potential students can easily identify courses which reflect government agendas, highlighting the importance of linking continued learning to industry and increasing employability.

Approval of Level 4 Specialist Exercise Instructor Courses

Training providers wishing to offer Level 4 specialist courses that give a REPs level 4 category of registration can apply to have their course approved by SkillsActive, for inclusion on the REPs list of approved training providers.

REPs recognised level 4 Specialist Exercise Instructor courses cover the following areas:

  • Cardiac disease
  • Chronic respiratory disease
  • Falls prevention
  • Obesity/diabetes
  • Back pain
  • Long term neurological conditions
  • Mental health
  • Stroke
  • Cancer rehabilitation

Level 4 courses MUST fully map to the relevant National Occupational Standard.

There are two routes a training provider can take to gain REPs recognition for a level 4 course.

  • Route One – Apply to SkillsActive for approval
    Apply for level 4 endorsement now >
  • Route Two – Become an approved provider of a regulated Awarding Organisation that has provision at level 4 (in the specialism you wish to offer).
    N.B. SkillsActive is not directly involved in this process.

Training providers who also wish to offer level 4 CPD courses may want to consider applying for a SkillsActive level 4 training provider licence.  

Application dates for level 4 submissions

The level 4 application dates for 2011-2012 are:

  • 16 August 2011
  • 6 December 2011
  • 17 April 2012
  • 14 August 2012
  • 6 December 2012

It takes approximately 12 weeks to gain either an approval in principle, referral for additional information, resubmission or rejection.

Quality assurance

All level 4 training providers will be required to undergo a quality inspection visit by a SkillsActive trained inspector.  Courses do not gain full approval until after a successful quality inspection visit.

Length of approval

Level 4 courses and level 4 CPD provided as part of a level 4 training provider license are valid for two years. After two years you can renew your approval without the need to re-submit in full, ensuring to inform us of any significant changes that have been made to the original submission.

Pre-requisites

Course pre-requisites refer to the qualifications or experience that an individual must have attained before they embark on a level 4 course.  Course providers MUST adopt the following minimum pre-requisites to determine eligibility of candidates accessing their level 4 course/level 4 CPD. 

1.   Registration status of full level 3 Instructor on REPs (with any level 3 category, provided it is accepted by the level 4 training provider*)

2.   150 hours of relevant professional practice at level 3 in designing, delivering, monitoring, adapting and tailoring exercise programmes for individuals gained within the previous 2 years and at least 6 months experience since qualification (this should be reflected in the CV and reference letter)

3.   Completion of the online Professional Practice Unit.  This can be found in the members’ area of the website and is free to complete**

* Yoga and Pilates instructors who do not hold a level 2 qualification in gym, exercise to music or aqua, may not fulfil the pre-requisite entry requirements of some level 4 training providers. Some level 4 training providers may require the exercise referral category of registration as a pre-requisite.

** Those who have undertaken a new exercise referral qualification (i.e. one that is listed on the qualifications and credit framework (QCF) that has replaced the National Qualifications Framework (NQF) will not be required to complete this online CPD since it has been embedded into the new exercise referral National Occupational Standard and will form part of new exercise referral qualifications 

N.B. from September 2011 an exercise referral qualification will also form part of the requirements.

Consultancy Support

Training provider licence

SkillsActive's training provider licence allows providers to offer unlimited endorsed courses for up to two years.

We understand that there are some training providers who want to develop and deliver multiple training courses, which are recognised as endorsed training for CPD, without having to submit each individual course for evaluation every time.

The training provider licence allows training providers, that have met the set criteria, to be able to submit multiple courses for submission, throughout the length of their licence.

If you offer a number of training courses related to exercise and fitness on a regular basis, you may wish to become a licensed provider for endorsed training.

Benefits of a training provider licence for your organisation:

  • Offer Continuous Professional Development (CPD) points for the training you offer
  • Save time, money and effort on completing paperwork for each course you want to endorse - just one application for the next two years
  • List your training on the REPs website for FREE - promoting your training uop to 30,000 fitness professionals
  • Further promote your training for FREE by adding course dates, venues and additional information to the REPs website
  • Prove your training is of recognised high quality to potential customers
  • Use the REPs logo for your training

SkillsActive has developed a training provider licence to suite any training organisation at a cost that can be tailored to suite your needs.  For example, we have 3 categories:

Should you only deliver a certain category then you only need to supply that category as your initial submission and then from there on deliver training as and when a skill shortage or a demand arises.  If however, later you wish to deliver different categories of training then you can upgrade at any time by contacting This e-mail address is being protected from spambots. You need JavaScript enabled to view it.  please note that in order to deliver a different category above the one you initially submitted then we would require an additional submission to ensure that we have verification that you can meet this standard.

The standard submission process involves completing the Training Provider application form and attaching all the criteria requested online.  Should you not fully understand the criteria then please refer to the submission guidance pack that gives detailed information on how to meet our criteria.
