Playwork qualifications offer now live

City College Norwich has been appointed the lead training provider for SkillsActive’s Joint Investment Programme in Playwork.

SkillsActive, the sector skills council for active leisure, learning and well-being, has secured £230,000 of Government funding from the Growth and Innovation Fund, which is jointly administered by The Department for Business Innovation and Skills, the Skills Funding Agency and the UK Commission for Employment and Skills (UKCES).

The Fund matches employer funding with Government funding to help meet skills gaps in economically important sectors. The Joint Investment Programme in Playwork focuses on the skills gaps identified to SkillsActive by playwork employers.

Lesli Godfrey, Strategic Lead for Playwork at SkillsActive, says: “We are really pleased that our bid for this funding has been successful and that employers will now have this opportunity to access a Playwork qualification for their staff from an early years background.”

Playworkers provide spaces and resources for children and young people to come together and play in their free time, at out of school clubs, adventure playgrounds, parks and community centres across the country.  The subsidised qualification equips staff who have gained early years qualifications with the principles, knowledge and understanding of Playwork that they need in order to facilitate play opportunities for children and young people.

SkillsActive is looking for playworkers in England to take advantage of the offer of 50pc matched funding towards the Level 3 Award in Transition to Playwork (from early years).

SkillsActive is now working with City College Norwich and a network of partner training providers to deliver the programme across all counties of England. It is intended that the programme will be completed by the end of July 2013. 

To be eligible for funding, learners must hold a full level 3 early years qualification, based on the children’s care learning and development or early years and education standards.  This does not include the new level 3 Diploma for the Children and Young People’s Workforce at present.  Employers will need to pledge at least 50pc of the cost of the qualification i.e. £229 to enable this to be matched by Government.

All learners will also receive their own SkillsActive activepassport, an on-line tool to record their qualifications, training and experience.

 English apprenticeship providers and employers acting on the behalf of apprentices will soon be able to request Apprenticeship certificates online.
 
The Alliance of Sector Skills Councils is now the Certifying Authority for England using the Apprenticeship Certificates England (ACE) system, following changes to the Apprenticeship certification system.
 
From 10 February 2012, apprenticeship providers / employers acting on the behalf of apprenticeswill be able to use the ACE online system to request certificates from sector skills bodies (SSBs) and sector skills councils (SSCs), such as SkillsActive.
 
SSBs and SSCs will then issue Apprenticeship certificates, providing the Apprenticeship framework requirements have been met.
 
Key dates
•  On 10 February 2012, SkillsActive will begin issuing Apprenticeship certificates via ACE
•  SkillsActive will continue to issue certificates against claims submitted on the current paper based system until 31 March 2012.
•  After 1 April 2012, SkillsActive will only accept requests from people registered on the ACE system
 
To request a certificate using the ACE system, please register on the ACE website. SkillsActive will issue a username and password to you within 5 – 7 working days.

New certificates
If you request an Apprenticeship certificate using the ACE system, you will receive the new certificates with gold (higher apprenticeship), silver (advanced apprenticeship) or bronze (intermediate apprenticeship) foil seals. If you use the paper based system, you will receive the older version of the certificate.
 
New fees
•  Apprenticeship certification claims submitted via the paper based system until 31 March 2012 – £25
•  Apprenticeship certification claims submitted via ACE – £22
 
activepassports to link with ACE
SkillsActive is working to integrate activepassports into the ACE certification process.
 
Providers will soon be able to use activepassports to track a linked apprentice’s qualifications and the new statutory Guided Learning Hour requirement.
 
Following further development, it is hoped activepassport will populate ACE with the required certification information. This will enable providers to better track and manage their apprentices and, ultimately, help streamline the certification process.

The Skills Funding Agency has advised SkillsActive that the ERR awards will no longer have a value on Learning Aims Reference Application as stand alone qualifications.  However, the Skills Funding Agency has calculated an enhanced amount of funding into the competence qualification's (NVQ) funding to cover the delivery of the ERR component of the framework in our sector.

The funding has not disappeared – it is still there but has been captured in the main component of the framework. 

SkillsActive apologies if this change has caused concern. However, it was brought in without advance consultation. We hope this notice allays your concerns.

Apprenticeships: training providers

Apprenticeships are usually delivered through a partnership between an employer and a training provider, although some larger employers may also operate as the training provider for themselves and others.

SkillsActive issues Apprenticeship frameworks, which outline the minimum requirements needed to complete the Apprenticeship at each level and for each occupation. We also provide certification for apprentices in England and Wales.

Access funding for Apprenticeships

If you are a training provider in England or Wales and you would like to deliver government funded Apprenticeships, you need to hold a contract with the Skills Funding Agency.

Training providers in Scotland need to hold a contract with Skills Development Scotland. Training providers in Northern Ireland need to hold a contract with the Department for Employment and Learning.

To gain a contract, you must meet certain requirements, such as minimum contracting value. If you do not meet the minimum contracting value, you can enter into a subcontracting arrangement with a larger training provider. If you are a training provider in England, one way to do this is by joining SkillsActive’s Group Training Association.

Certification

At the end of their Apprenticeship, all apprentices need a certificate to show they have fulfilled the Apprenticeship requirements.

In England, Wales and Scotland, certificates are issued by SkillsActive. In Northern Ireland, they are issued by the Department for Employment and Learning.

Apprentices can apply for their own certificate or authorise their training provider to apply for one on their behalf.

England

A new certification service run by the Alliance has been developed and is known as Apprenticeship Certificates England (ACE). Apprentices, learning providers or employers who act on their behalf, will be able to request Apprenticeship certificates using the ACE online system. ACE provides a unique centralised certification system that will save Sector Skills Councils / Sector Skills Bodies (SSCs/SSBs), providers and certifying authorities valuable time, resource and investment and will allow them to track the progress of apprenticeship candidates. The system was officially launched on Wednesday 25 January 2012 by John Hayes MP, Minister of State for Further Education, Skills and Lifelong Learning.

You will need to register your organisation on the system via the online registration form; this can be done by going to www.acecerts.co.uk and completing the information and contact details. Once you have completed this process you will be emailed a username and password for ACE. This will be your "administrator" account which you can then use to create additional accounts for your centre. You will be able to create a maximum of 5 additional users.

The cost of certificates will be £22.

Apprenticeship funding

Apprenticeship funding is available from the Skills Funding Agency in England and Wales, Skills Development Scotland in Scotland, and the Department for Employment and Learning in Northern Ireland.

However, the size of the contribution varies depending on your sector and the age of the apprentice.
