SkillsActive Wales is proud to announce that it has secured funding for a range of programmes in sport, fitness and playwork.

SkillsActive Wales has agreed a mutual programme of work with Sport Wales which will enable the delivery of an extensive programme over the coming year. SkillsActive Wales is also happy to have secured funding from the Welsh Government Sector Priorities Fund Pilot (SPFP) to develop innovative learning and teaching materials for the level 3 Playwork Principles into Practice (P3) qualification.

The investment from Sport Wales will have a positive impact on the delivery of the SkillsActive Wales Business Plan 2012-13 and will ensure the full involvement of Welsh employers across the Active Leisure, Learning and Well-being sector.

The Sport Wales funding will go towards a number of initiatives which SkillsActive Wales has already begun to implement. These include:

• The production of an Annual State of the Industry Report for Wales, exploring sector specific gaps and shortages

• The development of a Single Qualification Framework, produced and agreed with key stakeholders in Wales

• An increase in REPs Wales members from 1000 to 1100, plus a 10% increase in the number of Welsh employers registering with REPs and a 5% increase in the number of instructors holding a level 3 qualification

• Promoting the importance of Active Passports across the sector.

In relation to the Sport Wales investment, SkillsActive Manager Richard Tobutt commented:

"SkillsActive Wales has maintained a healthy working relationship with Sport Wales for around 10 years. The activities agreed as part of this programme will positively impact on both the Sport Wales Vision for Sport, and particularly the 'skilled and passionate workforce strand', and the strategic context outlined in the Welsh Government 'Creating an Active Wales' document."

The Welsh Government Sector Priorities Fund Pilot also secured by SkillsActive Wales will massively assist playwork training delivery across Wales, by ensuring that the workforce is adequately skilled, trained and possesses the correct resources.

The project aims to develop and finalise bilingual learning and teaching materials for the recently developed Level 3 qualification entitled 'Playwork Principles into Practice' (P3).

The funding will allow SkillsActive Wales to lead the development of a full suite of resources for the Award, Certificate and Diploma which will promote high quality learning. Trainers currently delivering level 2 Playwork qualifications will also be upskilled, allowing them to progress the wide scale delivery of level 3 across Wales.

Concerning playwork funding, SkillsActive Technical Manager, Home Countries, Debbie Willets comments:

"The Children and Families (Wales) Measure places a duty on each local authority to provide sufficient play opportunities for children and young people and will increase the demand for qualifications within the playwork sector. Therefore, this project will have a positive impact on this strategic development and will go some of the way to address the skills shortages that exist across Wales."

Playwork qualification delivery is in its infancy in Wales, therefore the production of these resources will have a positive impact on the development of the playwork infrastructure. Ultimately, learners will benefit from these developments and will be able to further develop their playwork skills.

The investments will bring a whole range of benefits to the sport, fitness and playwork sectors in Wales, benefitting both the workforce and the general public.

 



New CACHE Playwork qualifications gain funding

Playworkers can now access government funding for three new qualifications.

The CACHE Level 4 Award in Playwork, CACHE Level 4 Certificate in Playwork and CACHE Level 5 Diploma in Playwork are now on the Government’s LARA (Learning Aim Reference Application) website, which means they are eligible for government funding for learners over 16 years.

Learners who are between 16 and 18 years old are eligible for full funding, while learners who are 19-24 are likely to be eligible for 50% funding through adult learner provision.

SkillsActive’s Strategic Lead for Playwork and the Children’s Workforce, Lesli Godfrey, says: “SkillsActive is very pleased the higher level Playwork qualifications are eligible for funding. We’ve had a lot of enquiries from potential learners who are keen to undertake a Playwork qualification at levels 4 and 5, and access to funding support is a welcome bonus for them and their employers, many of whom struggle to pay for staff development.’

Cache’s Director of Portfolio Development Nick Cutland says: “CACHE are thrilled that these qualifications are attracting funding. The knowledge and skills learners will gain through completing them will contribute to continuing professional development in the Playwork sector.”

Training providers who have direct contracts with the Skills Funding Agency are now able to apply for funding to support learners undertaking these qualifications.  This good news follows the recent announcement that the Level 5 Diploma in Playwork (NVQ) is accepted by Ofsted as full and relevant for work in a setting on the early years register.

Play Wales and SQA to lead Playwork qualification development

Play Wales and the Scottish Qualifications Authority (SQA) will help SkillsActive Wales address an expected increase in demand for qualifications in the Welsh playwork sector.

SkillsActive Wales has secured about £235,000 of Government funding from the Sector Priority Fund Pilot to develop qualifications at Award, Certificate and Diploma levels for Playwork Principles into Practice. Play Wales and the SQA have been appointed to lead the delivery of the project.

SkillsActive Wales manager Richard Tobutt says: “The Playwork sector is already facing a significant skills shortage in Wales. This will be compounded by laws introduced in 2012 requiring each local authority to provide sufficient play opportunities for children and young people.

“We are really pleased that our bid for this funding has been successful and that playworkers will now have the opportunity to access these higher level qualifications.”

The new qualifications will be placed on the QCF at Level 3 and are intended for playworkers and childcare staff wanting to progress from the existing suite of P3 qualifications at Level 2.

Vocational qualifications

SkillsActive works with employers, training providers and awarding bodies to develop qualifications that enable people to be competent in a specific area of work or type of role.

These include vocational qualifications, such as Scottish or National Vocational Qualifications (S/NVQs) and vocationally related qualifications (VRQs).

Scottish/National Vocational Qualifications

Scottish/national vocational qualifications (S/NVQs) are qualifications based on national occupational standards (NOS) - statements that describe the skills and knowledge a person needs to do a job effectively.

Scottish/ National vocational qualifications are available at levels 1,2 and 3.

Level 1:

  • Active leisure and learning - an introduction to the sector and a pathway into the specific S/NVQs at level 2

Level 2:

  • Activity leadership
  • Coaching, teaching, instructing (assessed in the context of a specific approved sport or activity)
  • Instructing exercise and fitness
  • Mechanical ride operations
  • Operational services
  • Playwork
  • Spectator control
  • Sport and play installations


Level 3:

  • Coaching, teaching, instructing
  • Development, training and recreation
  • Operations and development
  • Outdoor education
  • Playwork
  • Spectator control

Vocationally related qualifications

Vocationally related qualifications (VRQs) are practical learning programmes that relate directly to a specific role or sector. They cover almost every sector, at every level, and are not purely based on national occupational standards.

Awarding bodies offer vocationally related qualifications in a broad range of subject areas including:

  • National governing body coaching, instructing and officiating qualifications
  • Fitness-related qualifications
  • Lifeguarding qualifications
  • Playwork related qualifications
  • Outdoor-related qualifications

Common assessment requirements

SkillsActive is concerned with the continued availability of high quality qualifications that are fit for purpose, meet the needs of employers in the sector, command public confidence, and are understood by those taking them and those who use them for recruitment, or for other purposes. SkillsActive has long advocated that consistent standards are maintained across the awarding organisations who deliver qualifications on behalf of the Sport, Active Leisure, Learning and Wellbeing industry. To ensure that the assessment guidance and evidence requirements for each new qualification is uniform SkillsActive have created a Quality Assurance document for the delivery of S/NVQ qualifications and other more specific Assessment Strategies which the awarding organisations should comply with when delivering qualifications.

Quality Assurance Strategy for qualifications that confirm occupational competence

This document sets out the recommendations of SkillsActive, the Sector Skills Council and Standards Setting Body for Active Leisure, Learning and Wellbeing for the assessment and quality control mechanisms required for S/NVQ qualifications which confirm occupational competence in the workplace.

Qualification specific assessment strategies and evidence requirements 

These qualification specific assessment strategies have been developed by SkillsActive and appropriate industry experts to provide assessment guidance and evidence requirements for the awarding organisations to implement within their processes for the verification and awarding of each qualification. These documents are to be used with close reference to the more generic quality assurance strategy detailed above.

Apprenticeships: individuals

Apprenticeships are work-based learning schemes that allow you to gain nationally recognised qualifications while earning money. They are a great way to kick-start your career in the vibrant active leisure, learning and well-being sector.

There is a range of intermediate level and advanced level Apprenticeships available in the sector, covering sport, fitness, playwork, caravans, the outdoors, and hair and beauty.

Apprenticeships usually take between 12 and 24 months to complete, depending on the type and level of Apprenticeship. Anyone aged over 16 and not in full-time education can apply.
