Apprenticeship types in Wales

There are two types of Apprenticeships available in the active leisure, learning and wellbeing sector in Wales:

  • Apprenticeship in Active Leisure and Learning
    This Apprenticeship provides apprentices with a mix of practical and technical skills to develop at work and progress to further education. It is available at three levels: foundation (level 2 QCF), apprenticeship (level 3 QCF) and higher (levels 4 and above QCF). The Apprenticeship framework and choice of competence qualification will depend on the individual's experience and job role.

  • Advanced Apprenticeship in Sporting Excellence (AASE)
    AASE provides a structured training and development route across a number of sports for talented young athletes (aged 16-19), who have a real chance of excelling in their sport; either by competing on the world stage or securing a professional contract.

Apprenticeships: training providers

Apprenticeships are usually delivered through a partnership between an employer and a training provider, although some larger employers may also operate as the training provider for themselves and others.

SkillsActive issues Apprenticeship frameworks, which outline the minimum requirements needed to complete the Apprenticeship at each level and for each occupation. We also provide certification for apprentices in England and Wales.

Access funding for Apprenticeships

If you are a training provider in England or Wales and you would like to deliver government funded Apprenticeships, you need to hold a contract with the Skills Funding Agency.

Training providers in Scotland need to hold a contract with Skills Development Scotland. Training providers in Northern Ireland need to hold a contract with the Department for Employment and Learning.

To gain a contract, you must meet certain requirements, such as minimum contracting value. If you do not meet the minimum contracting value, you can enter into a subcontracting arrangement with a larger training provider. If you are a training provider in England, one way to do this is by joining SkillsActive’s Group Training Association.

Only training providers in Scotland need to register with SkillsActive to deliver Apprenticeships.

SkillsActive has worked with employers and training providers to develop a set of Apprenticeship frameworks. These outline the minimum requirements apprentices need to complete the apprenticeship at each level and for each occupation. You can then work with your employer and apprentice to identify the most suitable framework for their needs.

Certification

At the end of their Apprenticeship, all apprentices need a certificate to show they have fulfilled the Apprenticeship requirements.

In England, Wales and Scotland, certificates are issued by SkillsActive. In Northern Ireland, they are issued by the Department for Employment and Learning.

Apprentices can apply for their own certificate or authorise their training provider to apply for one on their behalf.

England

A new certification service run by the Alliance has been developed and is known as Apprenticeship Certificates England (ACE). Apprentices, learning providers or employers who act on their behalf, will be able to request Apprenticeship certificates using the ACE online system. ACE provides a unique centralised certification system that will save Sector Skills Councils / Sector Skills Bodies (SSCs/SSBs), providers and certifying authorities valuable time, resource and investment and will allow them to track the progress of apprenticeship candidates. The system was officially launched on Wednesday 25 January 2012 by John Hayes MP, Minister of State for Further Education, Skills and Lifelong Learning.

You will need to register your organisation on the system via the online registration form; this can be done by going to www.acecerts.co.uk and completing the information and contact details. Once you have completed this process you will be emailed a username and password for ACE. This will be your "administrator" account which you can then use to create additional accounts for your centre. You will be able to create a maximum of 5 additional users.

The cost of certificates will be £22.

Apprentice Authorization Form England (mandatory to complete for all framework claims via the ACE system)

Wales

This certificate is for apprentices completing their programme in Wales.

Apprenticeships: individuals

Apprenticeships are work-based learning schemes that allow you to gain nationally recognised qualifications while earning money. They are a great way to kick-start your career in the vibrant active leisure, learning and well-being sector.

There is a range of intermediate level and advanced level Apprenticeships available in the sector, covering sport, fitness, playwork, caravans, the outdoors, and hair and beauty.

Apprenticeships usually take between 12 and 24 months to complete, depending on the type and level of Apprenticeship. Anyone aged over 16 and not in full-time education can apply.

Apprenticeship funding

Apprenticeship funding is available from the Skills Funding Agency in England and Wales, Skills Development Scotland in Scotland, and the Department for Employment and Learning in Northern Ireland.

However, the size of the contribution varies depending on your sector and the age of the apprentice.

SkillsActive launches it first Assessment of Provision in Wales

SkillsActive is calling on training providers in Wales to contribute to the very first audit of training and development opportunities available to the sports, fitness, outdoors, playwork and caravans sector in Wales.

Previous research with employers has shown that there is a need to relieve concerns around assessing the quality and appropriateness of training provision. In particular employers have highlighted the need for a comprehensive audit to be carried out of all providers in Wales. This measure was seen as key in helping employers to understand and assess the full range of provision available and to make informed decisions about what training to undertake.

In response to this gap, SkillsActive will be undertaking a new programme of research to explore the range of provision available to the sector, as well as gather information on the demand for courses, levels of employer engagement and measures taken to ensure quality, suitability and relevance.

A key outcome of the work will be the production of a directory of training provision to act as a tool for employers, outlining details of providers that offer the training and qualifications that they want and need.

Richard Tobutt, SkillsActive’s manager for Wales said: “It is essential that as many providers as possible take part in this survey to ensure that we can provide employers with the best possible map of provision. Further engagement with training providers will enable us to more fully understand the supply of current provision and communicate the issues that they face in planning and developing demand led provision. As the Sector Skills Council for Active Leisure Learning and Well-being, SkillsActive prides itself in representing and responding to the sector that we serve and this research will help to drive solutions and improve the skills of the workforce.”

The survey will run throughout October and November, with the results and findings being compiled and published in January 2011.

As part of our national partnership agreement with Sport England, we support national governing bodies of sport (NGBs) with their workforce development commitments laid out in their 09/13 plans.

Our team of relationship managers work directly with NGBs to embed more highly skilled and qualified people into their sporting infrastructure, ensuring they have the right people with the right skills developing their sport at a club, county and regional level.
