Geoff has worked in the field of Active Leisure and Learning since 1988 when he co-ordinated a team of consultants to develop the first ever national occupational standards and NVQs/SVQs for the sector.  He has worked consistently with SkillsActive on every significant standards and qualifications project, including the new QCF qualifications.  This experience has given him a unique insight into the industry, its employers, workforce and overall contribution to the UK’s social and economic well-being.

 Geoff has worked in many other sectors, including Learning and Development, Hospitality, Management, Business Administration, Local Government and the Performing Arts.  Over nearly 25 years, Geoff has become one of the UK’s most experienced standards and qualifications’ developers and enjoys a substantial national reputation in the field.

 One of his main interests is working with employers and staff to develop business solutions based on performance standards and access to quality training and qualifications.

Dave Roe

Dave Roe

Consultancy: Funding, Governance, Leadership

As a former apprentice at Manchester City, graduate of the MBA (Football Industries), Performance Manager at League Football Education (LFE) and Consultant at a leading sports management consultancy, Dave has extensive experience and contacts in the sports industry.

 Now Head of Consulting at Navitas Sports Consultancy, Dave’s experience of working with elite sports, national governing bodies and the private and public sectors have provided him with strong commercial, project management, communication, networking and leadership skills.

 Key achievements include:

  • Securing funding and investment of over £400,000 to develop Functional Skills E-learning materials linked to the 2012 Olympic Games and implement video analysis software into the Football League, England Basketball and England Netball.
  • Securing funding from a range of sources including EU Leonardo Mobility, the FA, Football Foundation and Football Stadia Improvement Fund.
  • Supporting the implementation of the AASE programme in football, providing a broad range of experience in the issues and challenges that face organisations in the development of a high quality Apprenticeship programme.

Amanda Smallman


Amanda Smallman


TQS, bid preparation, workforce development, employer engagement funding opportunities

As a consultant, Amanda developed SkillsActive’s Training Quality Standard support documentation during 2009.  She has also worked as a Development Manager for SkillsActive in the West Midlands region, engaging with a wide range of partners at both local and national level.


Having successfully bid for LSIS funding in October on behalf of the NSA for Retail, Amanda is now developing bids for them for the BIG lottery fund (£500,000) and the RGF (£1 million).  She has also managed the submission of their PQQ for the ACTOR system, and is now working on the two ITTs they wish to submit.  This work has ensured Amanda’s knowledge of current funding opportunities remains current.


• Successfully bid under round 4 of the LSIS Flexibility Innovation Fund in October 2010

• Supported a number of providers to achieve TQS accreditation, including the first Retail provider to achieve in England.

• Wide experience of Workforce Development and Employer Engagement gained during 8 years in a large FE College.  During this time successes included:
• Successfully bidding for ESF Co-financed funding

• Project managing post award to ensure outputs were achieved and a clear audit trail maintained

• Development of courses and qualifications to meet individual employees and employers needs

Hamish Mcinnes

Hamish Mcinnes                              

Consultancy: “leading through change” to the governance and business coaching skills.

Experience: Hamish McInnes is an independent sports consultant working at national and international level. Having set up his own company in 2006, he is currently a Director on the Board of Commonwealth Games England as well as a Member of the General Council of the Sport and Recreation Alliance. He has held Board positions on national and international sports federations. 

With over 20 years experience in sport, Hamish has delivered successful change management and organisational leadership programmes in both the skills and sports sectors. A background as an international competitor as well as performance sport manager has helped Hamish genuinely empathise with the practical issues, as well as the more theoretical concerns, facing modern sport. 

Recent involvement has seen the transformation of Commonwealth Games England, the realignment of shooting sport in Northern Ireland, an appraisal of charitable foundation delivery in motorsport, and sports specific engagement in sports as diverse as rugby league, modern pentathlon, lacrosse and cricket.

Consultancy: GovernanceFunding Applications and Benchmarking

Kate has over 15 years experience in the training industry and was Head of Operations for a national training provider responsible for multi-site, multi-project and multi-departmental management.  She created and implemented new initiatives that have positively impacted sales and quality.

She has worked as a part-time consultant since 2008 and also owns a driving school franchise business. Her clients include:

  • SkillsActive: Advised and wrote both ‘Playwork Operational Plan for the Development of the Institute of Working with Children and Young People’ and ‘Academy for Play and Playwork Implementation and Business Plan’.
  • National Skills Academy for Sport and Active Leisure (NSA): Designed and set up Invitation to Tender (ITT) processes and forms and is currently an independent consultant on the ITT panel specialising in Training Operations. 
  • NSA (with Sport England): Advised and supported development of Coaching Investment Programme (£1.8m) and wrote final evaluation report for Sport England.

Sue Hunter

Sue Hunter

Consultancy: National Occupational Standards and QCF

Sue has over twenty years hands-on and strategic Organisational and People Development experience in a range of different sectors, with a strong emphasis on skills development and change management working with clients across the public, private and third sectors. She was a PE Teacher and is a Level 2 Athletics coach.  Sue has worked closely with SkillsActive colleagues within the Children’s workforce Network.

Sue has held posts in the private and voluntary sectors and in local government and has been involved in competence based assessment for over twenty years.  She is a qualified assessor and verifier.

Her last employed post was seven and a half years at Skills for Justice where she worked across the sector to develop workforce development solutions.

Sue has worked as a consultant previously but since March 2010, when she started a company working as a consultant to industry, her clients include:

  • United Kingdom Commission for Employment and Skills, where she is delivering a series of Workshops for the UKCES to support the NOS Strategy
  • Council for Administration, where she is developing the QA systems for the Apprenticeship Certification process
  • Creative and Cultural Skills, where she is managing a project to ensure all qualifications are migrated successfully to the QCF.

Di Horsley

Di Horsley

Consultancy: Business Coaching and Inspirational Leadership

Di established her own company, ClearView Futures, in April 2006 having previously worked as a teacher, sport development officer and for Sport England at regional and at national level. She worked with YST to develop the Top programmes for young people, establish the EIS across the Midlands and worked as a client manager with a number of sports.

With experience of working in and with Education, Local Authorities, Government and the Voluntary and Commercial sector, Di has developed a clear understanding of what makes people and therefore businesses achieve in a wide range of circumstances. She has proven her ability to empathise with and motivate individuals and teams to achieve at a high level through strategic planning to individual mentoring and coaching to be the best they can be.

Recent work

  • ASA at national and regional level: Consultancy to the asa Regions and in particular support to Regional Directors and Development staff, Support to National director and manager regarding the collation of data for a grant aid submission to Sport England for over £3 million and delivery of workshops for clubs, counties and regions – club development, funding, successful planning, effective pool planning for local authorities, aquatic strategies.
  • British Equestrian Federation: Team building sessions for the BEF Board and the Executive management team. Developing a clear “Vision” for the future and the key priorities to achieving it.
  • Individual coaching: One to one coaching of individuals involved in sport including the following - volunteers, performance coaches, development officers regional directors, chief executives.

Celia Godsall (OBE)

Celia Godsall (OBE)

Consultancy:  Governance.

Celia Godsall is an independent sport consultant working at national and international level.  Her experience covers a wide range of sport (over 25 sports), from mass participation to Olympic sports.  She has been responsible for modernising the governance of a number of national governing bodies, streamlining processes, securing government and private funding, as well as leading/facilitating the production of Strategic Plans, Business Plans, Funding Bids and Board training.  .  Celia has also worked with the British Council and UK Sport on their international development programmes.

Examples of her work include:

  • “Expert Advisor” to UK Sport and Sport England writing strategic plans, evaluating lottery bids and assisting governing bodies (more than 20) on governance issues.
  • “Approved Consultant” to Sport Scotland leading planning process, writing strategic and business plans and working in interim management (CEO) roles with a number (5) of sports.
  • Interim CEO for netball, responsible for production of strategic/business plan achieving enhanced funding for the sport and then revision of governance to reflect the (new) needs of the organisation.

Helen has 25 years experience in all aspects of the NOS development and qualification formulation process, including NOS Project Design and Management; Occupational Mapping; Functional Analysis; set up and running of Expert Work Groups; consultation process design; data collation, analysis and report writing; QCF unit writing; credit and leveling (including that for SVQs); qualification design and production of qualification support materials; Assessment Strategy development and post project promotional activities.

Helen has been a successful self-employed consultant since 1995, trading as Helen France Associates. Her clients include SSCs/SSBs, Awarding Bodies, Industry Authorities and Regulatory Bodies. Since 2007, her many clients have included:

  • Habia where she has undertaken numerous NOS, qualifications, research and business support activities.  All projects were delivered on target and to budget. Helen has also supported internal staff development.
  • The IMI Automotive Skills where she is currently involved in NOS and qualifications incremental review work and associated credit and leveling activities for SVQs.
  • Ofqual where she is an Associate Consultant currently involved in Diploma assessment scrutiny work.
